Dave Franklin, the former comptroller for the Diocese of Steubenville, will appear at a pre-trial conference on Monday with Judge Michelle Miller in Common Pleas Court after pleading guilty earlier this year to federal income tax charges. Franklin was accused of collecting, but not paying employee payroll taxes to the IRS and misrepresenting the Diocese’s financial position. Franklin faces a multi-count indictment that alleges that he took more than $193,000 left in a will to the Society For the Propagation of Faith and deposited it in an off-the-books bank account. He also faces charges of secretly paying himself and select other employees bonuses, gift distributions, service fees, and other payments without knowledge or consent of the Bishop. Franklin’s trial is scheduled for October.
