Steubenville City Manager Jim Mavromatis said a 6-inch water break inside the Fort Steuben Hotel forced residents in the Fort Steuben Apartments to evacuate.
Officials said at least five feet of water had accumulated in the basement, also causing a loss of power.
Red Cross Volunteers are helping to temporarily re-locate residents.
