A St. Clairsville man faces kidnapping charges after police say he picked up a 20-year-old female and refused to let her leave his car.

According to Moundsville Police Chief Tom Mitchell, 55-year-old Stephen J. Kasprowski of St. Clairsville is in custody and is being held at the Northern Regional Jail. He is charged with kidnapping.

The woman was safely located in McMechen, but was taken to the hospital.
