The West Virginia Senate spent yesterday in an all-day committee meeting and debate over Senate Bill 451. It would give teachers another 5-percent pay raise and fix their health insurance costs. Wheeling Fights to Keep Home Rule

Wheeling has been operating under Home Rule for more than a decade. It’s a program that allows the city to enact certain ordinances on its own, but it’s in danger of expiring.
