A Chester woman is being charged in the death of her 3-month old child.

Kace Shmigal turned herself in to police, and is charged with child negligence with death.

This case stems from an incident that happened on July 11, when an unresponsive infant was taken to Wheeling Hospital.

According to a criminal complaint, the child was taken by medical helicopter to Children’s Hospital in Pittsburgh and taken off life support on Wednesday.

Ring footage from inside the house on Ashland Avenue showed Schmigal receiving pills and holding a small baggie and a hypodermic needle.

The video shows Schmigal “tie off” her arm and then hide behind a dresser.

When she reappears, the complaint says her level of function and ability to maneuver was greatly impaired.

At approximately 8:20 p.m., a male is seen entering the room via the Ring footage. He observed blood on the infant’s face and saw the child not moving.

Various angles of the video show the infant sleeping, face down on the bed.

Shmigal took the baby to Wheeling Hospital, where they were transferred to Pittsburgh.

“At that time, it appeared the baby had suffocation injuries as well as some other injuries,” Benwood Police Chief Frank Longwell said.

Members of the UPMC staff in Pittsburgh said an MRI on the child showed ligament damage to the neck and possible bleeding on the brain.

Shmigal was arraigned and is being held at Northern Regional Jail on $100,000 bond.

“Forty years in the business, this is one of the top 5 tough cases that we’ve worked. Any time we have anything dealing with children, we take it very seriously,” Longwell said.

He says this case remains under investigation as they continue to work out more details.
