Police arrested 27-year-old Marcisha Ortiz of Toronto last week on multiple charges, including endangering the welfare of children. Police were called after Ortiz’s neighbor saw her two small children naked and throwing items out of a second story apartment window. Police discovered the two children locked inside of a second floor room with extension cords wrapped around the outside handles to make sure that the children would not be able to get out.
